Doniyor Kadirov serves as the Chief Executive Officer of Rushmore Holdings, bringing with him over six years of executive leadership in investment management, EPC contracting, and industrial project development. With a sharp focus on strategic execution and capital- efficient growth, Mr. Kadirov has spearheaded the company’s regional and international expansion — particularly across Central Asia, the Middle East, and select frontier markets.

Under his leadership, Rushmore Holdings has:

• Executed high-value EPC and industrial supply projects

• Diversified its portfolio across mining, power infrastructure, and oil G gas sectors

• Secured partnerships with government clients, global manufacturers, and institutional investors

ZHANG LIAO

Advisory Board Member, Strategic Development – Asia

Zhang Liao is a seasoned strategic advisor with over 20 years of experience in large-scale industrial operations, public-private partnerships, and international business development. He currently serves on Rushmore Holdings’ Advisory Board, where he leads the firm’s Strategic Development initiatives across Asia, particularly focusing on market positioning, investor relations, and deal sourcing.

Mr. Zhang holds an Executive MBA from the China Europe International Business School (CEIBS) and began his career with an 18-year tenure at a top-tier Chinese national enterprise. There, he built deep expertise in project oversight, industrial policy navigation, strategic planning, and state-level business transformation.

He is currently managing an investment portfolio exceeding USD 2 billion, diversified across infrastructure, energy, mining, digital industries, and logistics — with a strong emphasis on projects in the MENA region, Central Asia, and Southeast Asia.

At Rushmore Holdings, Mr. Zhang plays an instrumental role in:

• Facilitating cross-border joint ventures and partnerships

• Advising on strategic market entry and government relations
